This article will walk the user through the steps needed to submit an RES Project Certification Application for Operational and Provisional Projects in the New York Generation Attribute Tracking System (NYGATS).
Please refer to the NYGATS Operating Rules for additional information on all rules governing the registration and use of your NYGATS Account.
Applying to NYSERDA Staff for RES Certification
- Both Operational and Provisional Projects can be submitted to NYSERDA for RES Certification using the Apply for Operational Eligibility or Apply for Provisional Eligibility.
Note - In order to submit a project for RES Certification, the project needs to be registered in the Project Management Module and set to an Approved status.
- After Selecting the Apply for [Provisional/Operational] Eligibility, the Tier 1 application screen will open with a Project drop-down containing the approved Operational or Provisional projects that do not already have a Tier 1 application in progress. The list of projects will be filtered to only show Approved Projects that have at least one fuel type that has been designated as valid for Tier 1 eligibility.
Eligible fuel types are:
- Biogas - Landfill Gas
- Biogas - Anaerobic Digestion
- Clean Woody Biomass
- Herbaceous Biomass
- Adulterated Biomass - Renewable
- Fuel Cells - Renewable
- Fuel Cells - Non-Renewable
- Hydroelectric
- Solar
- Tidal/Ocean
- Wind
- Complete all required fields, upload required document and certifications before submitting the project to be certified
Notes on Repowering:

- When Repower is selected from the Vintage Generation Facility Type, additional requirements will be presented along with a separate section for file uploads.
- Once all Repowering details are populated, the NYGATS account holder will see a breakdown of how Tier 1 eligibility will be applied to future generation

- When Repower is selected from the Vintage Generation Facility Type, additional requirements will be presented along with a separate section for file uploads.
- The account holder cannot make any changes to the Tier 1 eligibility required fields nor existing uploaded documents while an application is under review by NYSERDA. The pending Tier 1 application will display a status of Pending until it is approved or rejected by NYSERDA.
- Account Holders can re-apply for eligibility if denied by NYSERDA by clicking on the Tier 1 Hyperlink located in the Application column of the Project Management Module
NYSERDA Procedure for Reviewing Certification Applications (Screenshots here pertain to Program Administrator Account)
- The NYSERDA Program Administrator should open the Eligibility Applications report located in their Program Administrator report.
- All Applications submitted will be displayed by the Application Status
- An Application can be reviewed by selecting the Hyperlinked ‘Tier 1’ from the Eligibility column.
- The NYSERDA Program Administrator will verify the project’s engineering information meets the criteria established under the Clean Energy Standard.
- The NYSERDA Program Administrator will verify the required project documents have been submitted.
- The NYSERDA Program Administrator will verify the required certification attestations have been submitted
- The NYSERDA Program Administrator will enter Notes, designate the Tier 1 Eligibility flag and set the Tier 1 Eligibility Percentage. Certificates will be issued with the Tier 1 Eligibility Flag in accordance with the percentage.
- Upon the Approval of the certification, projects will receive a statement of qualification or provisional statement of qualification documenting their eligibility to produce Tier 1 RECs in NYGATS. The Statement of Qualification will be uploaded into the project’s documents:
