Can Certificate-Only Imports qualify for Tier I Eligibility?

In terms of Tier I Qualification, only Bundled imports can be eligible for Tier I Qualification. Certificate-Only imports are not qualified for Tier I eligibility because imported Certificates from Certificate Imports can only be used in NYGATS for voluntary retirement purposes.
