The Energy Delivery Delayed (EDD) import method is a unit-specific Renewable Certificate import that does not require the demonstration of energy scheduling. Certificates imported using EDD are eligible for EDP and voluntary retirements but are not eligible for RES Tier 1. EDD imports are eligible for inclusion in an EDP label because energy flows are verified as part of the claiming process. EDD Import claims for a vintage year are only available during a defined annual period. After all Bundled Import claims have been made for a vintage year, NYGATS will confirm there are sufficient unclaimed renewable energy flows from the originating control when approving EDD imports.
The first step in the EDD import process entails designating the Certificate as exported in the exporting Compatible Certificate Tracking System and the creation of a corresponding Certificate in the NYGATS. The EDD import claiming window for a vintage year opens on May 23 of the following year, which is after all bundled import claims have been made for that vintage year. The Account Holder will initiate a REC Transfer of their unbundled import certificates. Select the Convert to Energy Delivery Delay
When an EDD Import conversion is submitted, NYGATS verifies that corresponding energy from the exporting Control Area has flowed into the New York Control Area (NYCA) during the calendar year of the Certificate import claim (“Energy Validation”). The NYGATS Administrator will determine if sufficient energy flows from the exporting control area into the NYCA transpired beginning with the first day of the Settlement Period – January 1 and ending on the day of Certificate creation for the last month in the year – January of the following year, and then reduces those flows by the claims made under ES&D. If there are sufficient remaining energy flows to support the creation of the Certificate, the import conversion is awarded.
After the unbundled certificates have been converted, they will be displayed in the Active Sub-Account with an Import Type of EDD
If there are not sufficient energy flows to support the creation of the entire number of Certificates, the importing Account Holder will be notified by the NYGATS Administrator that the transfer is canceled.
All EDD import claims for a vintage year must be made on or after May 23 and no later than June 14 of the following year.
