Emissions are reported for each month of generation and the Account Holder can manually enter emissions into the NYGATS by following these steps:
1. Access the Self Report/Data Review screen by selecting the Period Data Status (located in project management module).
2. Select the applicable Period Data Status to access meter data review screen.
3. Through the Project Output data screen, report emissions data in lbs. for CO2, NOX and S02.
4, Press 'Accept' to finalize emissions entry and initiate issuance of Certificates into the NYGATS.
Note - Failing to report the emissions rate within the 14 day review period will result in the generation being applied to the Primary Fuel and the default emissions rate and/or available emissions rates from the EPA or DPS will be used.
Certificate Emission Rates
Certificates will be initially created based on the latest data available using default emission rates, or User self-reported rates. For Multi-Fuel Generating Units, the emissions data will reflect the percentage of generation for each fuel type.
The Account Holder can review the default emissions and elect to change this during the Account Holder Review Period from the Self Report/Data Review screen (see steps above).
Certificates from imports that are not associated with Registered Generators are assigned the System Mix Emissions for the source Control Area.
The NYGATS Administrator reserves the right to audit emissions documentation to ensure reported emissions are accurate.
DEC and EPA Emission Reporting
The DEC and EPA will supply emissions data at the generator level on an annual basis, and NYGATS will use the most current data available for purpose of the Environmental Disclosure Label. EPA and/or regional registry data will also be used for System Mix emissions for imports from external Control Areas.
The following emissions are supplied in total pounds:
- Carbon dioxide
- Nitrogen oxides
- Sulfur dioxide
