Provisional project registrations are only for generators that are not yet operational and that intend to apply for the NY RES Tier 1 eligibility. If your generator is not yet operational and you are not going to apply for NY RES Tier 1 eligibility, you should wait until after your generator is in service before registering an operational project registration.
